1、 Overall thinking and work objectives

Focus on 11 agricultural products with prominent problems, adopt the "Four Ones" precise governance model of "one problem variety, one rectification list, one set of key solutions, and a batch of control measures", and strive to further transform and upgrade the production mode in about three years, achieve the universal application of green prevention and control technology, make the use of pesticides and veterinary drugs more scientific and reasonable, and basically solve the problem of illegal use of banned and restricted drugs, The problem of excessive residue of conventional agricultural and veterinary drugs has been effectively curbed. The edible agricultural products produced and sold meet the national food safety standards, and the territorial responsibilities, regulatory responsibilities, and main responsibilities of producers and operators have been further implemented.

4、 Key tasks

(1) Strictly control the production and operation of pesticides and veterinary drugs. The agricultural and rural departments should strictly control the examination and approval of the administrative license for pesticides and veterinary drugs, strengthen the monitoring of the quality of pesticides and veterinary drugs, and strictly check the hidden addition of prohibited ingredients or other ingredients. Establish and improve the two-dimensional code labeling and traceability management system of pesticide products; Strengthen the supervision of restricted pesticides, implement fixed-point operation, real-name purchase, purchase and sales account, and traceability management; By the end of 2024, the existing 10 high toxic pesticides will be phased out in batches, and the high toxic pesticides with more frequent residues on vegetables will be eliminated first. Implement veterinary drug QR code traceability management to ensure that all veterinary drug products of veterinary drug manufacturers are coded and listed, and the traceability data of product warehousing and outbound are uploaded to the national veterinary drug product traceability system; To strengthen the management of veterinary raw materials, raw materials should be included in the scope of traceability to prevent illegal flow into the breeding and slaughtering links. Strengthen the management of inputs for aquaculture. Strengthen the supervision of the online sales platform of pesticides and veterinary drugs. The competent department of telecommunications should strengthen the ICP filing management, coordinate with agricultural and rural, market supervision and other departments to locate and dispose of websites (APP) engaged in illegal operation and publicity activities of pesticides and veterinary drugs; Cooperate to carry out special rectification actions for cleaning up the pesticide and veterinary drug business network, organize search engines, third-party trading platforms, etc. to carry out self-inspection and rectification of the situation involving pesticide and veterinary drug business and publicity, provide technical support in information query, data extraction, illegal information screening, stop services, etc., and effectively crack down on illegal online sales.

(2) Accurately grasp the planting and breeding situation. The agricultural and rural departments should organize a good investigation, and find out the area, output, occurrence of diseases and pests, drug use habits, agricultural products listing and other conditions of 11 varieties of production bases (producers) in villages and towns. Promote the grid management of agricultural product quality and safety, and assign specific personnel to each grid in accordance with the requirements of "regional fixed frame, grid fixed person, and personnel fixed responsibility". Explore the establishment of the instructor system for the safe use of 11 varieties of agricultural and veterinary drugs, responsible for the guidance and supervision of drug use in the region. Promote the "Sunshine Rural Safety" model, use electronic tools such as video, promote the convenience and electronic of drug use records, and strengthen the production process control services.  

(3) Change the way of planting and breeding. Green and healthy planting and breeding is the most fundamental measure to control the residues of agricultural and veterinary drugs. The agricultural and rural departments should adjust and optimize the layout of planting areas in combination with the local climate, ecological and other resource endowments and the current agricultural production situation, guide farmers to adopt the green technology model, and abandon the traditional planting habits of large fertilizer, large water and large medicine. Advocate the scientific planting of "three vegetables", promote the rotation intercropping mode, reduce the bacterial base and insect population density, integrate and promote the ecological control, biological control, physical and chemical inducement and control, scientific drug use and other green prevention and control technologies, and accelerate the reduction of pesticide. We will strengthen the green farming of "one chicken", egg birds, beef cattle, mutton and sheep, and "four fish", promote the development of modern farming methods, and continue to implement the action of reducing the use of veterinary antibiotics. Urge the breeders to strengthen the management of the use of veterinary drugs in aquatic products, broilers and laying hens. If the breeding density is large and the management ability cannot keep up, the breeding density should be appropriately reduced. We will promote the revision of the regulations on the slaughtering of cattle, sheep and other livestock and poultry, and bring the slaughtering of cattle, sheep and poultry into designated management where conditions permit.  

(4) Strictly investigate the use of banned and restricted drugs in the process of planting, breeding and slaughtering. The agricultural and rural departments must adhere to "zero tolerance", and the township agricultural product quality and safety supervision service institutions should strengthen the daily inspection, make good use of the means of rapid detection (hereinafter referred to as "rapid detection"), and implement precise supervision. The list of banned and restricted drugs and other promotional materials shall be posted in the agricultural and veterinary drug stores, planting and breeding bases and cooperative sites. County-level agricultural and rural departments should make full use of the purchase and sales account of restricted pesticides, and should strictly investigate and deal with the actual use of restricted pesticides that are inconsistent with the scope of use marked on the label; We will strengthen supervision and random inspection, increase the proportion of random inspection, timely release unqualified products to the public, follow up and investigate illegal acts, and strengthen the connection between administrative law enforcement and criminal justice.  

(5) Control and control the problem that the residues of conventional agricultural and veterinary drugs in listed agricultural products exceed the standard. The agricultural and rural departments should strengthen the publicity of safe drug use, let the growers firmly establish the awareness of "unqualified and not listed", and correct the wrong understanding that conventional agricultural and veterinary drugs can be used at will. For the large-scale production entities of 11 varieties, at least one training on safe drug use shall be organized every year. Carry out technical research on rapid determination of conventional pesticide residues, solve the problem of weak pertinence of rapid determination, and accelerate the rapid determination of conventional agricultural and veterinary drug residues. During the peak period of 11 varieties' listing, strengthen the supervision and random inspection of the residues of conventional agricultural and veterinary drugs, strengthen the analysis, research and judgment, and dispose of and urge the rectification of unqualified products in accordance with the law.  

(6) Make good use of the certificate system. The agricultural and rural departments should vigorously promote the trial implementation of the certification system for edible agricultural products, and urge and guide enterprises, cooperatives and family farms that produce 11 varieties to carry out testing and issue certification when agricultural products are listed. Establish and improve the list of 11 varieties of production entities, strengthen the daily inspection of the issuance of certificates of conformity, and list those issued under false names and falsely qualified products in the "blacklist" of agricultural product quality and safety dishonesty, and implement credit and accurate management.  

(7) Strict market access management. The market supervision department shall urge the initiators and sellers of edible agricultural products to strictly implement the responsibility of food safety inspection, check and retain the traceable certificates and product quality certificates of 11 varieties. For those unable to provide traceable certificates, they are not allowed to enter the market for sale. For those unable to provide product quality certificates, they are subject to sampling inspection or rapid test. Only after the test results are qualified can they enter the market for sale. The promoters of the wholesale market of edible agricultural products are encouraged to carry out targeted and rapid testing of the prohibited and restricted pesticides such as carbofuran and triazophos in "three vegetables", and the conventional pesticide residues such as humicarb and cyromazine that are easily to exceed the standard. We should strengthen the supervision, inspection and random inspection of 11 varieties, and crack down on the illegal and illegal acts related to the use of banned and restricted drugs in the process of marketing, and the use of preservatives, preservatives and other food additives in excess of the scope and dosage.  

(8) Strict management of food production and catering services. The market supervision department should urge and guide the food production and catering service providers to strictly implement the main responsibility of food safety, strengthen the inspection records of food raw materials, and check and retain the traceability certificate and product quality certificate when purchasing 11 varieties, so as to prevent the purchase of products without certificates. Strengthen daily supervision and inspection, and crack down on illegal addition of non-edible substances and illegal use of food additives, preservatives and preservatives in the process of food production and catering services and during the temporary storage of aquatic products. For the enterprises and food in question, administrative compulsory measures such as ordering to stop production and operation and recall shall be taken in time. Those suspected of committing crimes shall be transferred to the public security organ for criminal responsibility.  

(9) Strengthen the connection of execution. The departments of agriculture and rural areas, market supervision and health shall carry out administrative investigations on the use of banned and restricted drugs, and the residue of conventional agricultural and veterinary drugs seriously exceeding the standard found in the daily inspection, risk monitoring, supervision and random inspection. If the case constitutes a crime, the case shall be transferred to the public security organ in time; The public security organ shall cooperate with the public security organ in providing identification opinions, risk assessment opinions and harmless disposal of the articles involved. The public security organs should focus on cracking down on the illegal production and operation of "black dens" of pesticides, illegal use of banned and restricted drugs, and illegal additives such as "lean meat essence" as the key points of the "Kunlun" special action, timely grasp the sampling of local agricultural products, carry out key investigation on suspicious problems, and investigate criminal cases according to the work requirements of "the whole chain, the whole link, and the whole element" to combat crime, so as to ensure the quality of handling cases; When necessary, major cases shall be handled under the supervision of the superior public security organ. The procuratorial organ shall perform the functions of approving arrests and prosecuting according to law, and severely punish crimes endangering food safety; We should strengthen the implementation and improvement of the linkage mechanism between administrative law enforcement and criminal justice, and prohibit cases not being moved, cases not being established, and punishment replacing punishment; Fully perform the procuratorial function of public interest litigation, explore and establish the punitive compensation system of civil public interest litigation, and increase the illegal cost of offenders; Give full play to the role of procuratorial advice and promote the improvement of the management system. Courts at all levels give full play to the criminal trial function and try relevant cases in a timely manner according to law.

(10) Improve the whole-chain governance mechanism of agricultural and veterinary drug residues. Strengthen organization and coordination, give full play to the role of food safety offices at all levels, coordinate and study and solve important issues and major problems in the treatment of agricultural and veterinary drug residues, and include the treatment of agricultural and veterinary drug residues in relevant assessment. To improve the consultation mechanism, the food safety offices at all levels should organize experts to study and demonstrate the illegal addition, nature of illegal use, toxicity and impact on human body in the judicial practice of law enforcement, and clarify the identification criteria. Implement the mechanism of access permit, the agricultural and rural departments should promote the certification system and traceability system of edible agricultural products, the market supervision department should urge the implementation of the system of incoming inspection and market entry inspection of edible agricultural products, and effectively promote the listing of edible agricultural products with codes and certificates of origin, and market code verification and access; The agricultural, rural and market supervision departments shall establish and improve the two-way notification and investigation mechanism for the information of nonconforming products in the origin and market, notify each other of the sales direction, origin and other information of nonconforming products, implement two-way tracing, and jointly check and dispose. Establish a linkage mechanism, the relevant departments jointly issued the linking measures for the execution of punishment in the field of agricultural product quality and safety, and improve the working mechanism of criminal case transfer and case supervision; Food safety offices at all levels should promote the establishment of interregional and interdepartmental linkage mechanism for investigating and handling food safety cases, and coordinate with relevant departments to solve problems such as case handling cooperation and handling of goods involved. To optimize the standard structure system, the Ministry of Agriculture and Rural Affairs, together with the National Health and Health Commission, accelerated the formulation and revision of agricultural and veterinary drug residue standards, and issued a number of national standards in response to the problems of incomplete limit of some agricultural and veterinary drug residues, incomplete detection methods and judgment basis in the supervision and law enforcement.  

5、 Relevant requirements

(1) Improve ideological awareness. All relevant departments around the country should improve their political standing, strengthen their sense of responsibility, mission and urgency, integrate their thoughts and actions into the requirements of the central deployment, strictly implement the territorial management responsibilities and departmental supervision responsibilities, adhere to the "strictest standards, the strictest supervision, the strictest punishment, and the strictest accountability", resolutely put an end to formalism and "walk-through" governance, find out problems with real guns, and take effective measures.  

(2) Strengthen organizational leadership. This action is under the control and guidance of the ministries and commissions, the provincial level is responsible for the overall responsibility, and the cities and counties are responsible for the implementation. The Ministry of Agriculture and Rural Affairs, the General Administration of Market Supervision, the Ministry of Public Security, the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Industry and Information Technology, and the National Health and Health Commission jointly established a special working group to improve the governance score of agricultural and veterinary drug residues exceeding the standard in food safety assessment and evaluation, and timely guide and solve the problems and weak links in the governance process. All localities should strengthen their organization and leadership, establish provincial working groups with reference to ministerial working groups to improve the working mechanism, improve the work plan in combination with local conditions, specify the responsibility of special personnel, and continue to carry out governance.  

(3) Strengthen precise supervision and service guidance. Each provincial working group should find out the root causes of 11 varieties of problems in all links of the whole chain, carry out special consultations, and implement precise and standardized drug use guidance and technical services. Different treatment measures are taken for the use of banned and restricted drugs and the excessive residue of conventional agricultural and veterinary drugs. Formulate a precise control list of 11 varieties one by one, clarify the schedule and road map, and submit it to the ministerial working group for filing. The ministerial-level working group will timely issue technical guidance on the management of 11 varieties and organize flight inspection.  

(4) We will strengthen social co-governance. All relevant departments around the country should unblock the channels of complaint and reporting, introduce relevant incentive measures and accept the supervision of the masses. We should strengthen publicity in various forms, publicize the effectiveness of action, expose typical cases, create a strong momentum, deter criminals, and guide social forces to actively participate in the treatment of agricultural and veterinary drug residues.  

(5) Timely submit information. To establish a fixed information reporting mechanism, each provincial working group should submit its own detailed action plan, precise governance list and contact person before June 10. According to the requirements of the Food Safety Office of the State Council, report the governance situation quarterly through the national agricultural product quality and safety traceability management information platform (Annexes 1, 2 and 3), and report the progress of the phased work at the end of the year. At the same time, pay attention to the collection and collation of regulatory law enforcement and judicial typical cases, which can be submitted at any time. In case of major problems, the ministerial working group shall timely dispatch the situation. Relevant statistical data should be objective and true, reflect the actual situation, and be submitted after being reviewed by the person in charge.
